Implementation of Teacher Performance Evaluation in Sindh for Government Teachers

The Annual Confidential Report (ACR) was the previous standard for evaluating 16 Grade Government officers, police, teachers, and doctors in Pakistan . It contained questions that were not specific to the teaching profession, such as typing speed, intelligence & mental alertness.


In 2018, Zindagi Trust initiated a process of collaboration with the Sindh Education and Literacy Department (SELD) & government stakeholders to introduce a more relevant and effective teacher performance evaluation format.

After 5 years, in 2022, the Sindh Government in Pakistan approved a new teacher performance evaluation format to replace the generic Annual Confidential Report. The previous evaluation system had little connection to a teacher’s role or pedagogical skills. The new Performance Evaluation Report (PER) includes sections on Classroom Management, Planning and Instruction, and Classroom Assessments, enabling teachers to be assessed on student-centered activities, maintaining regular feedback, and encouraging a positive classroom environment.

Zindagi Trust has initiated the implementation and training of teachers for the new PER in Sindh and other provinces.
